Your suggestion to re-install Windows 7 is absolutely absurd. Please do the needful and answer his question with a useful answer. Many people are facing the same issue, so I seriously doubt the issue is with his Windows 7 installation. Seems to be a bug or issue with the Windows 10 upgrade.
